For many years now, the OÖ Energiesparverband has carried out European projects on different topics in the fields of renewable energy and energy efficiency. Besides European projects, the international conference World Sustainable Energy Days is one of the main activities on international level.
Overview of recent European projects coordinated by the OÖ Energiesparverband:
Triggering the market uptake of energy performance contracting through street lighting refurbishment projects
Most European regions have not yet seen a significant development of their energy performance contracting (EPC) markets. Apart from legal barriers, this can be attributed to the lack of understanding and trust in EPC and the absence of experienced ESCOs and organisations facilitating the EPC market development.
Street lighting is a good "learning and testing ground" for EPC due to its lower technical and economic complexity (compared to building-related EPC). The recent market introduction of LED technology for street lighting offers high savings with comparatively short pay-back times.
The IEE-project "STREETLIGHT-EPC", which is coordinated by the OÖ Energiesparverband, will create demand and supply for EPC projects in 9 regions by setting up regional EPC facilitation services. These services will provide comprehensive support both to municipalities (operators of street lighting), with a focus on smaller municipalities, and to SMEs as potential ESCOs.
The project team includes 9 regional agencies/organisations that will provide the EPC facilitation services and 9 municipalities that are committed to implement EPC projects.

World Sustainable Energy Days
The World Sustainable Energy Days, one of the largest annual conferences in this field in Europe, offer a unique combination of events on sustainable energy, covering energy efficiency and renewable energy sources for buildings and industry.The World Sustainable Energy Days, a global meeting place for the sustainable energy community, present the latest technology trends and offer up-to-date information on policies and markets. Complemented by the "Energiesparmesse", a leading energy exhibition, the World Sustainable Energy Days serve as a platform for interaction and offer ideal opportunities to establish new partnerships and business contacts. The conference makes an important contribution to awareness raising for green energy and energy efficiency.

Solar Process Heat
While solar heat for domestic and service applications has increasing market share across Europe, solar process heat is very much in its infancy. The potential is enormous: about 30% of the total industrial heat demand is at temperature levels below 100°C, which can be provided with commercially available solar thermal collectors. However, only about 70 installations in Europe were identified by the IEA Task 33 Solar Heat for Industrial Applications. The project therefore aimed to trigger the starting-up of markets for solar process heat by carrying out targeted market development activities in 6 European regions, including the training of professionals, information for industrial decision makers, pilot projects and the development of new services for solar contracting.

Boosting efficiency in the electricity use in 8 European regions
Electricity consumption is rising, in some areas with alarming speed. Their lies the risk that the increase in demand will surpass the growth of electricity from renewable sources. As the increase in electricity consumption is not limited to one specific area – it is seem in domestic and non-domestic sectors, in buildings as well as in industry - the project took a cross-sectoral approach and focussed on increasing the efficiency of electricity use in 8 European regions. Specific areas were analysed and tackled by developing regional action plans and by implementing targeted promotion and dissemination activities.
Boosting green electricity in 11 European regions
The project aimed at increasing the production of electricity from renewable energy sources and the use of green electricity in 11 European regions by defining concrete regional RES-e targets and developing and implementing regional RES-e strategies. The main barriers (such as administrative obstacles, public opposition, grid access, lack of information, frequent changes in funding regimes) were identified and addressed by well targeted information and promotion activities, thereby significantly increasing regional RES-e shares.

Green Procurement in Europe
The objective of the "Buy Smart+" project was to further develop, promote, implement and make mainstream the procurement of energy-efficient products (office equipment, household appliances, lighting, green power, building components, vehicles) in private and public institutions. 18 partners from 15 European countries (Austria, Germany, Cyprus, Italy, Latvia, Hungary, Sweden, Romania, Lithuania, France, Greece, Croatia, Bulgaria, Czech Republic, Slovenia) cooperated to trigger green procurement for smart purchasing. Among others, the following activities were carried out:
- supporting information through specific guidelines and calculation tools
- providing assistance with helpdesks, consultations and trainings
- developing a good practice database with around 100 new European examples
- offering information about energy labels
- exchanging experience and knowledge about green procurement

Energy Efficiency Watch 2
The project "Energy-Efficiency-Watch 2" (EEW2) aimed to facilitate the implementation of the Energy Services Directive. The three main aspects of the project were:
- the activation and consultation of core networks (national and European parliamentarians, civil servants, regional and local networks, mayors, experts, associations, industry etc.)
- building up knowledge via surveys, questionnaires and policy screening
- the dissemination activities (i.e. briefings, conferences, brochures).
The expected outcomes were higher quality European and national energy efficiency policies and an experience of exchange with the aim of filling implementation gaps.

Energy Efficiency Watch 3
The "Energy Efficiency Watch 3" project was launched in 2014 with the objective of continuing the activities undertaken in the projects "Energy Efficiency Watch" (EEW, 2007-2010) and "Energy Efficiency Watch 2" (EEW2, 2010-2013). The main focus is the analysis of policy measures and their implementation in the field of energy efficiency in the 28 EU Member States.
The OÖ Energiesparverband is coordinating an extensive survey of energy efficiency experts in all 28 Member States. The "European Energy Efficiency Watch" conference was also held on 26.02.2015 as part of the international "World Sustainable Energy Days" conference.

This research project aims to develop a flexible, multi-functional façade module with integrated PV and LED elements. Among other tasks, the OÖ Energiesparverband is responsible for surveying experts in this field and organising workshops.

Doors Open Days – sharing experiences from low energy buildings to meet nearly zero building standards by 2021
The objective of the IEE-Project "NZB2021" was to offer hands-on-experience with nearly zero energy buildings to the broad public and public authorities. In order to achieve this, the exemplary doors open campaign from Belgium ‘Ecobouwers Opendeur’ was transferred to 9 additional EU-countries, where similar doors open days were held. During these events both public and private actors visited new and refurbished houses and public buildings that highlighting nearly zero energy standards. International visits were also organised between project partner countries to foster the sharing of experience and transfer of knowledge on NZBs and EPBD requirements.

The primary objective of the project "progRESsHEAT" is to support the use of renewable energy for heating and cooling at the local level. The project was launched in 2015 and is coordinated by the Vienna University of Technology. The project has been developed around a scientific process and a goal-oriented dissemination concept. A strong focus will be put on implementation at the local level, for which supporting tools will be developed.

The EU project PUBLENEF (Horizon 2020) aims to support public authorities in EU Member States in planning and implementing sustainable energy policies and measures.
Specific objectives of the project include:
- to assess and learn from existing energy efficiency policy implementation practices in EU countries, regions, and cities
- to strengthen the networking opportunities for relevant public agencies
- to develop and adjust tools for public agencies to help them to implement energy efficiency policies.
13 partners from 12 European countries (Netherlands, Greece, Poland, Spain, Croatia, Bulgaria, Austria, Italy, Belgium, France, Ireland, Romania) cooperate in this project to support energy efficiency policies.
World EU Cluster Initiative in renewables and sustainable energy
REINA was a pilot project for cooperation between European energy clusters. The project focused on the development and implementation of joint and cluster-specific internationalisation strategies for renewable energy and sustainable energy technologies and solutions. The aimed outcome of the project was an increased internationalisation of the involved clusters and an improved international market position of cluster companies. Project partners were the Basque Government (Spain), the Cluster de Energía (Basque Country, Spain), Merinova (Finland) and the OÖ Energiesparverband/Oekenergie-Cluster.
The cluster is cooperating with three other European Clusters from the renewable energy and energy efficiency sector in the context of the ReinaPlus project.
The objectives of the project are to support and reinforce the internationalisation of European SMEs in selected renewable energy markets, with high growth potential and new markets located in North America and Latin America.

This project of the International Energy Agency focusses on renewable energy heating strategies. Through the project, support mechanisms for commercial buildings are analysed in order to develop proposals for increasing the use of renewable energy for space heating of commercial buildings.
The aim of the RES-H Policy project was to support the implementation of the RES-heating and cooling (RES-H/C) aspects of the "Renewable Energy Directive". One aspect of the project was setting up national sector-specific 2020/2030 RES-H/C targets. Selected policy options for supporting RES-H/C were qualitatively and quantitatively assessed. Thereafter, tailored recommendations for the design of a support framework for increasing RES-H/C penetration in the national heating and cooling markets were developed. Within the project, the OÖ Energiesparverband cooperated with project partners from Germany, Greece, Lithuania, the Netherlands, Poland, Sweden and the UK.

Sustainable Energy for Rural Communities
The project "Sustainable Energy for Rural Communities – SUSTAINCO", coordinated by the North-West Croatia Regional Energy Agency, aimed to support an ambitious European vision for the energy performance of buildings. The project focussed on building capacity within the partner countries by increasing exposure to best practices and by supporting integrated approaches to designing and retrofitting buildings. Among others, project partners supported and facilitated the implementation of pilot projects, provide trainings for key market actors and conducted an information campaign for citizens of rural communities.
Cross-Cluster Strategies for the penetration of the innovative home market in the field of energy and environmental technologies
12 Austrian regional clusters – 5 in energy and environmental technologies and 7 in a range of industry sectors (food, wood, machinery and plant engineering, automotive, electronics/electrical engineering, construction and transport) cooperate to accelerate the market penetration of innovative energy and environmental technologies. The focus includes, amount others, demand-driven B2B activities, cross-cluster technology transfer, qualification measures and research and investment projects.
